I get what you're saying, but there are so many different types of technology startups that it would be impossible to go into detail on each specific role.
In my case, I was building an analog semiconductor company, so I was looking for a VP Engineering/CTO with technical skills in that discipline. But, as I said, the technical skills are the entry level table stakes.
If you stop your analysis at the technical skills, you're making a grave mistake. You need alignment at the business and vision level. You will not have a great VP Engineering/CTO unless you have this too.
